ProGRANT Regional Trainers

Julián Rafael Dib, PhD (Argentina) is a regional expert for the DIES ProGRANT courses in Latin America. Currently, he is Adjunct Professor in the Institute of Microbiology at the National University of Tucumán, and Researcher in PROIMI-CONICET. He has given numerous international lectures and is a consultant for companies involved in fruit postharvest technologies. Dr. Dib has received international awards and scholarships, including from the Fulbright Commission, DAAD, European Commission, and the Alexander von Humboldt Foundation. He was visiting professor at the Technische Universität München, (Germany), Universidad de la República, (Uruguay), Universiti Teknologi Malaysia (Malaysia), and University of Innsbruck (Austria). He is academic expert for the United Nations University - Biotechnology Programme for Latin America and the Caribbean (UNU-BIOLAC).

Jude Kimengsi, PhD (Cameroon) is an Excellence Initiative Research Fellow at the Technische Universität Dresden (Germany), and an Associate Professor in Resource and Environmental Geography at the University of Bamenda, Cameroon. Between 2017 and 2019, he served as Postdoctoral Research and Teaching Fellow at the Technische Universität Dresden (Germany) where he also received the German Research Foundation (DFG) Research Grant. Prior to this, Jude Kimengsi was Senior Lecturer/Researcher and Head of Department of Geography and Environmental Studies at CATUC. He was later promoted to serve as Director of Research in the same university. From 2012 to 2015, he was Consultant on Sustainable Development and Coordinator of Research, Consultancy and Publications Division at the Pan African Institute for Development – West Africa (PAID-WA). Jude is a pioneer Fellow of the Cameroon Academy of Sciences (CAYS). He has several publications on linked issues of natural resource management. His current research seeks to apply mixed-methods approaches to unbundle the (dis)connections between institutions, climate change, livelihoods and natural resource management. He is consultant with WWF Cameroon and Germany on conservation, livelihoods and development. Jude Kimengsi was Expert Reviewer of the First Order Draft (FOD) Contribution to the forthcoming Intergovernmental Panel on Climate Change (IPCC’s) Sixth Assessment Report (Working Group III). He is an Associate Fellow of the African Academy of Sciences, and Board Member of the Global Environmental Non-Migration Network. Currently, Jude serves as Associate Editor for Springer Nature (Social Sciences), published by Springer Nature, and Scientific African Journal (Social Sciences and Policy Section), published by Elsevier. As DAAD/DIES Regional Expert, he has intervened in several African countries including Namibia, Senegal, Ethiopia, Tanzania and the DRC.

Juan David Guzmán Vasquez, PhD (Colombia) is a Regional Expert for the DIES ProGRANT proposal writing courses in Latin America. He is a trained chemist with a PhD in microbiology. His research interests are the bacteria associated with insects and their production of metabolites. He is currently a researcher at the Fraunhofer Institute for Molecular Biology and Applied Ecology in Gießen, Germany.


Thi Tuong Anh Nguyen, PhD (Vietnam) is curently a DIES Proposal Writing Regional Expert in South East Asia. She is senior research fellow at Development and Policy research center DEPOCEN and a lecturer at Faculty of International Economics, Foreign Trade University, Vietnam.

Samer Raddad, Ph.D. (Palestine) is a Regional Expert for the DIES ProGRANT proposal writing courses in the Middle East. He is an urban planner with Ph.D. in Urban and Regional Planning. Currently, he is a lecturer and researcher at Al-Quds University, Palestine. His Academic, Research and Development interests focus on Geographical Technologies, Urban and Regional Planning, Land Use Land Cover Modelling, Urban Agriculture Development, GIS & Remote Sensing Applications in spatial studies, Public Services Planning, GIS for Heath, Spatial Analysis, Sustainability Development, Sustainable Development Goals (SDGs).  Environmental Policy and Planning Process, Public Participation, GIS, and Planning Education. Logical Thinking, Spatial Thinking, Innovation teaching and research methods in Higher Education, Strategic Planning for higher education, and Development. Also, as a Principal Investigator (PI), he led several research projects in strategic planning, urban development, higher education, urban agriculture development, and geopolitical studies. As a practitioner, Samer worked as a consultant and expert with several governmental and non-governmental organizations in urban development and scientific research issues such as the Ministry of Local Government, GIZ, UN-Habitat, and DAAD. His greatest passion is in life is using his knowledge and practices on how to benefit other people and organizations.
